Downey & Scott routinely assists owners with an overall risk analysis, request for proposal preparation, pre-qualification of potential bidders, and bid collection and review. These procurement and bidding services significantly reduce an owner’s risk for potential cost overruns and schedule delays by ensuring the issuance of a complete set of bid documents that meet the owner's requirements and expectations.

We hold pre-bid conferences for potential bidders, resolving and clarifying the request for proposal before the bid date. We assist with creating the evaluation criteria, collecting and analyzing bids, and putting together a bid evaluation summary for owners that includes our professional recommendations based on each bidder's qualifications.

Once the shortlist has been made, we conduct interviews and assist owners with the bidder selection process. After owner selection, we issue an award notification and notice to proceed.
