Downey & Scott acted as Construction Manager / Owner Representative for Baldwin Elementary School. 

This 140,188 SF project began with demolishing two ball fields, a skate park, and a batting cage. Our team entered the project after the design was complete. Once onboard, we assisted the owner with design review, on-site observations, code-compliance, recommended resolutions to detected issues, claims, and disputes, change order review and negotiation, construction monitoring and inspects of quality of work, supervision of all construction details, progress tracking/recording, overall quality control, as well as ensuring contractor compliance with plans and contract documentation. We ensured strict adherence to the owner’s specifications and budget, continuously track the General Contractor’s schedule, manage the critical path, and proactively follow up on the concrete, steel, and compaction inspections. We meticulously disseminated, organized, and filed all project documentation – including but not limited to -- plans, specifications, Requests for Information, Potential Change Orders, Submittals, and Pay Applications. We attended all Progress Meetings, made regular site visits, took progress photographs, and constructed our Observation Reports. We reviewed all Proposed Change Orders and Pay Apps before Manassas City Public Schools signing off on them.
