Downey & Scott provided Construction Management Services for this Fauquier County LAP VDOT/VHEDA revenue share grant road project at the former Vint Hill Army Base. The project involved extensions to Brookside Parkway, Vint Hill Parkway, Farm Station Road, and realignment of multiple local streets.

Phase 1 included the final segment of Vint Hill Parkway, the second half of Farm Station Road, and the reconstruction/realignment of Kennedy Road. Phase 2 involved the widening and reconstruction of Aiken Drive.

Pre-construction services included constructability and bid-ability reviews, cost estimating, utility coordination, Haz-Mat and geotechnical analysis, value engineering, MOT/phasing plans, ROW acquisition, and bid document preparation and review.

Construction phase services included full construction oversight, quality assurance, pay app review, materials testing, contract admin, cost control, schedule and shop drawing review, survey coordination, change order negotiation, and dispute resolution. We finalized punch lists, supported project closeout (VDOT, VDPES, WSA permits), and assisted with claims, bond release, and street acceptance.
