Downey & Scott provided Pre-Construction, Construction, and Commissioning phase services for the Composting fascility totaling approximately 27 acres. The facility included Aerated Stack Pile Bunkers, Biofilter, Pre-Processing Building, Aerated Mass beds, Compost Windrows, and leachate ponds. Pre-Construction Services included: Constructability Reviews, Developed Overall Project Budget, General Contractor pre-Qualification, and Bid Analysis. Construction Phase Services included: Daily Field Reports, Participation in OAC Meetings, Pay Application Certification, Processing of PCO's and Change Orders, and managing MTSI Contract.
