Downey & Scott provided Pre-Construction and Construction Phase Services. The project consists of redevelopment of approximately 3.63 acres of land adjacent to the Rappahannock River. The improvements to the site will include: reconfigured parking lots; sidewalks; new walking trails; community garden zone; event zone; play zone; and an interactive water feature. Timber steps and a wooden dock will provide access to Rappahannock River. Solar Lights will be utilized to illuminate the park at night. Pre-Construction Services included: Constructability Reviews, Develop Overall Project Budget, and Bid Analysis. Construction Phase Services included: Daily Field Reports, Participation in OAC Meetings, Pay Application Certification, Processing of PCO's and Change Orders, and managing MTSI Contract.

The City of Fredericksburg initiated efforts to design and construct the new 3.63-acre Riverfront Park in downtown Fredericksburg. The project included a community recreational area offering beautiful views of the Rappahannock River, gardens, and an outdoor amphitheater with a stage and events lawn for concerts and other occasions. The planned park had many other attractive features, including children's play areas and an interactive water feature. It was intended to be a place for people to sit and enjoy the outdoor amenities and the view of the Rappahannock River.   Downey & Scott's pre-construction services included cost estimate reviews, assistance with finalizing the A/E team's scope of work and design contract, constructability reviews, life cycle cost analysis, final construction document and specification reviews, and support during the bidding phase and general contractor award.
